More information about Compassion Kansas:

The Self-Help Network, Wichita State University's Center for Community Support and Research, is pleased to announce a new initiative for qualifying Kansas faith-based organizations (FBOs) and community-based organizations (CBOs). This initiative, Compassion Kansas, provides technical assistance and grant funding to help build the capacity of Kansas service organizations.

What is Compassion Kansas?
The purpose of Compassion Kansas is to build and enhance the capacity of Kansas faith-based organizations (FBOs) and community-based organizations (CBOs) to better serve Kansans in need. Compassion Kansas will assist these organizations in increasing their effectiveness and enhancing their ability to provide social services through direct one-to-one technical assistance, professional workshops, and small grant awards. These technical assistance approaches will aid organizations in diversifying funding sources, strategic planning, board development and management, collaboration, staff and volunteer management, outcome measurement, and other aspects related to developing and maintaining a healthy social service organization.

  • How is Compassion Kansas funded?

Compassion Kansas is funded through the Federal Compassion Capital Fund and is currently in its first year of funding. The Compassion Capital Fund is delivered through the Department of Health and Human Services' Administration for Children and Families and provides organizations with funding to help provide services that support soup kitchens, homeless shelters, drug treatment centers, job training programs, and other compassionate programs.

  • Why is Compassion Kansas a great opportunity for your organization?

Compassion Kansas uses multiple approaches to technical assistance that first identifies your organization's needs and strengths, and then works to increase its capacity and ensure sustained change. In addition, your organization will have multiple opportunities to increase its knowledge and skills, connect with other service organizations, diversify its funding, and develop its services. Compassion Kansas capacity building grants provide tangible resources so that your organization can increase its ability to provide services to those in need.

Example benefits of the technical assistance and capacity building grants could include: improved policies and procedures; coalition building; the development of partner relationships; network development; the development of organizational vision, mission, and strategic plan; the development of self-assessment systems to monitor performance and demonstrate effectiveness; and/or writing grants and obtaining funds for projects.

  • Who administers Compassion Kansas?


Compassion Kansas is administered by the Self-Help Network (SHN) and an advisory committee consisting of partnering Kansas organizations and leading Kansas foundations with experience regarding service organizations. The SHN is a nationally recognized Center for Community Support and Research at Wichita State University with 20 years of experience assisting, supporting, and researching self-help groups, grassroots organizations, and nonprofits.

  • What technical assistance is available?


Compassion Kansas technical assistance activities will include one-on-one consultation, professional development trainings/conferences, statewide toll-free (800) number, an e-mail listserv, and professional development training for key personnel. All of these activities will be customized to meet the needs and strengths of the qualifying organizations and could include assistance in: strategic planning, board development, diversifying funding sources, needs/asset assessment, outcome measurement, public relations and awareness, and policies and procedure development.

  • What are the eligibility requirements for Compassion Kansas?


Eligible FBOs and CBOs must be small social service agencies in the state of Kansas who serve (or plan to serve) at least one of the following:

- The homeless - Elders in need
- At-risk youth - Families in transition from welfare to work
- Those in need of intensive rehabilitation such as addicts or prisoners, and
- Organizations that provide marriage education and preparation service.

Priority will be given to FBOs/CBOs with annual budgets of less than $500,000 who have not previously received grants from Federal government. Criteria for selection will not include consideration of the religious nature of the group or of the program it delivers, nor is there a requirement of 501c3 status.

What are Faith-Based Organizations (FBOs)?
FBOs are private, nonprofit organizations that have an overt, self-identified religious affiliation, background, or motivation. FBOs include organizations from the broadest spectrum of faiths and beliefs. For the purposes of Compassion Kansas, FBOs have an intentional social service or community development mandate within their mission or programs.
  • What are Community-Based Organizations (CBOs)?


CBOs are private, nonprofit organizations providing social or community development services and target problems within a designated location. The term CBO is used to differentiate between nonprofits with an overt faith-based affiliation/identity and those nonprofits that are nonsectarian or secular in identity.

What types of capacity building assistance is available through Compassion Kansas?

Small Capacity Building Grants and Technical Assistance:

Compassion Kansas will provide up to small grant awards to help build the capacity of Kansas FBOs and CBOs. In addition to these financial resources, all of those awarded will receive one-to-one technical assistance from the Self-Help Network and its consultants on a variety of topics, including:

- Strategic Planning - Fund Development
- Grant Writing - Board Development
- Public Awareness - Policies/Procedures
- Collaboration - Leadership Development
- 501c3 Application - Outcome Measurement
- Starting and maintaining Self-Help Groups

Details of the extent and depth of the one-to-one assistance will be based on an agreement between the SHN and the FBO/CBO. Successful applicants must also be willing to participate in two capacity building training workshops. It is expected that SHN staff will provide direct technical assistance by assisting awardees’ staff, board, and volunteers. Finally, successful applicants must certify in their application cover letter that the person(s) responsible for carrying out the funded project have read, understand, and will abide by “Guidance to Faith-Based and Community Organizations Partnering with the Federal Government.”

All Compassion Kansas Participants:

All Compassion Kansas participants will receive technical assistance to build their capacity through the following mechanisms:

• An interactive website that includes tools and tips on the topics listed above
• Telephone consultation via (800) number
• E-mail newsletter highlighting issues that directly affect FBOs and CBOs
• Opportunity to participate in capacity-building workshops

  • What is a Compassion Kansas capacity building grant?


As a result of the capacity building grant, the CBO or FBO can accomplish more than it could before. A capacity building grant is NOT to be used to provide direct services to current persons served. Examples of capacity building grants include, but are not limited to:

• Building the infrastructure of the organization to deliver services
• Purchasing computers/software to enhance services/record keeping
• Volunteer program/recruitment costs
• Board leadership development programs or consultants
• Staff development
• Implementing a program identified as a “promising or best practice”

Please Note: A Second Round of Capacity Building Grants will be available in August or September of 2005. In the mean time, please contact us for other technical assistance available through Compassion Kansas.

  • What are the restrictions with a federal grant?

Funds CANNOT be used for direct services to needy individuals or families, nor to replace/supplant existing funding available for similar activities. Funds CANNOT be used to support “inherently religious” activities and/or practices such as religious instruction, worship, prayer, or any form of proselytizing, nor can they be used to purchase any religious or scriptural materials.
